In 1996, the United States congress passed a comprehensive act that replaced a 62-year-old communications law and unleashed cable television, local, long distance and cellular telephone companies to freely compete with one another.  As a result of this legislation, telecommunications companies frequently offer new programs that can reduce your costs.
